4 Institutional Shifts and Political Divergences

Abstract
The new phase discussed in this chapter saw important political, institutional, and stylistic shifts beginning to take hold in the filmmaker's cinema. Just after the production of his 1963 film Saladin, Chahine entered a new stage of his career. New developments within the Egyptian film industry foreshadowed the decline of private sector production and distribution enterprises. While these changes helped forge new world-class government-supported film training institutions, creating new opportunities for young filmmakers, and contributing to the development of a vibrant Arab film culture, the public sector struggled. The new film bureaucracy came mainly from outside the film community and hence was not capable of understanding the issues involved in this complex area of cultural activity. Relationships between filmmakers and the government became increasingly strained, and some filmmakers began to seek alternative ways to make their film.
