Abstract
The statutory requirement for public involvement in the development plan process in the UK is limited although some local planning authorities have developed in-depth participative mechanisms. This paper examines the Advisory Group approach used by Sheffield City Council, England during the preparation of the city's Unitary Development Plan (UDP) in 1991/2. In doing so it looks at the way in which the planners were prepared for the process and concludes with some implications for community development of this particular approach.
