Abstract
This chapter explores how the state influences development and the consequences of migration on development as it is affected by the state's economic, social, cultural, and political decision-making. It argues that development should be understood as progress and therefore should be defined in terms of economic, social, cultural, and political changes. The discussion begins with an overview of the demographics and motives of migrants, followed by an analysis of the economic effects of migration. The chapter then considers the social and cultural impacts of migration, along with the link between politics and migration. It contends that the state is more constrained in managing key economic variables than it is in shaping political characteristics that shape culture and the economy. Political variables are thus more important policy tools that national governments may use to effect national development than are economic factors. If there is economic and political stability in the sending countries, migrants would be among the first to recognize and leverage the resulting new opportunities at home, stimulating growth through investment and circular migration.
