4 “You Harm, You Help”: Pitching Collateral Damage Control to Human Security Gatekeepers

Abstract
This chapter tracks an emerging advocacy by the Campaign for Innocent Victims in Conflict (CIVIC) in favor of a right to compensation for civilians harmed by legitimate military operations. The story of the Making Amends Campaign showcases several aspects of the global agenda setting (and agenda-vetting) process. It shows the various steps in the global agenda cycle and illustrates how even an idea with seemingly obvious normative value can initially produce skepticism among human security specialists. Furthermore, this chapter highlights contests and negotiations between issue entrepreneurs and advocacy gatekeepers over how an issue can be framed so as to fit the existing issue pool without challenging existing ideational and structural relationships within a network, and how these framing choices can displace issue entrepreneurs' original ideas, causing “issue drift.” Finally, it suggests that with determination and strategic savvy, small NGOs with big ideas may succeed against the odds.
