10 A Completely Captured System as of 2022

Abstract
This chapter describes the grand corruption situation in Hungary as of 2022. Viktor Orbán and Fidesz once again won the elections in April 2022, for a fourth consecutive term, with a landslide victory that further cemented his hold on power. The main reason for Fidesz's huge success was Orbán himself and the nearly complete system he has built over the past twelve years. The first factor in his victory was the unprecedented spending on social programs during the campaign period. Fidesz also spent about eight times more on propaganda, such as Facebook advertisements and billboards, than all opposition parties combined. Then there were the political institutions, shaped by Orbán to serve Orbán. In 2022, the EU finally launched a new rule-of-law disciplinary procedure against Hungary and blocked billions of EU funds over concerns about state-captured institutions and corruption. At the time of the finishing of this book, Hungary had agreed to create a new anti-corruption authority and other institutions to oversee the spending of EU funds in return for the EU's unfreezing the funds. The irony is that this new authority will be designed by people who have personally benefited from the corrupt state in Hungary.
