Writing a ‘book’ review of a publication that is merely 28 pages in length and is secured by a couple of staples is not something that one is asked to do every day. In fact, it is not something that this reviewer ever really envisaged doing at all: critical pieces of this size tend to arrive with an expectation of being given marks out of 100 and having their spelling/punctuation/content corrected rather than of being reviewed per se. Nevertheless, Leverve and Phillips' Report for the Intellectual Property Institute (IPI) on The Exclusion of Surgical, Therapeutic and Diagnostic Inventions from Patentability under Article 52(4) of the European Patent Convention has landed on this reviewer's desk for just this latter purpose.

The book or, perhaps more accurately, pamphlet—in the traditional sense of a short work fastened together without hard cover, and without traces of the pejorative or polemic associations that sometimes accompany...
