Abstract
The first shuttle by the new US team sets the tone and pace for the Holbrooke negotiations. In short order, the team meets with the Bosnian Muslim (Bosniak) leaders in Paris shortly after Serbian shelling kills thirty-seven people in Sarajevo. NATO responds with airstrikes against Serbian targets. In Belgrade, Milosevic is eager for a deal as economic sanctions and increased international military and political pressure take their toll on Serbia. The parties agree to a set of basic principles, including the sovereignty of Bosnia within its borders. On the return to Washington, the Chairman of the Joint Chiefs is unsettled by the progress of the talks.
