Abstract
This article describes some prevailing public attitudes toward political communication as an instrument of foreign policy, and contrasts these attitudes with the approach to foreign propaganda that is suggested by social science research. It is argued that lack of widespread understanding of the capabilities and characteristics of propaganda has interfered with its use as an efficient foreign policy instrument.
